Position title: Consultancy for the elaboration of a new CSP

BACKGROUND AND RATIONALE:
The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger around the world. WFP’s mission is to help the world reach Zero Hunger in our lifetime. In emergencies, WFP brings food to where it is needed, saving the lives of victims of war, civil conflict and natural disasters. After an emergency, WFP uses food to help communities rebuild shattered lives. Present in nearly 80 countries, the organisation has a global footprint, deep field presence and local knowledge and relationships needed to provide access to nutritious food and contribute to lasting solutions, especially in many of the world’s most remote and fragile areas.

WFP Guatemala is seeking the technical support of a consultant to join the Research, Monitoring and Evaluation team in the construction of the new Country Strategic Plan.

KEY RESPONSIBILITIES:
The consultant will be responsible for the development of the Country Strategic Plan (CSP), ensuring that the Country Office (CO) generates quality evidence on the processes and results of all strategic objective activities to inform operational decision making, program adjustments and strategic reorientation.
The consultant will work under the guidance and supervision of the Research, Monitoring and Evaluation (RAM) unit and in close cooperation with Program teams and Regional Office Advisory persons as well as Field Office teams. The person will perform the following responsibilities:

-Research and analyze public policies, operational plans and the national context to determine the state of progress of the Sustainable Development Goals in order to provide inputs for the formulation of the CSP.
-Plan and carry out workshops and consultations with representatives of WFP’s partner institutions in government, donors, cooperating partners, UN partners and other organizations linked to WFP’s work in Guatemala.
-Support decision making, information analysis and strategic thinking during the preparation of the CSP, in coordination with key individuals and units in the country office and regional office.
-Lead the design of the narrative and the development of the annexed documents part of theCSP package.
-Manage and ensure timely delivery of the required CSP package deliverables and coordinate adjustments at each stage of the development of the CSP.

JOB REQUIREMENTS
Experience:
At least 10 years of experience in humanitarian work in the United Nations System or other related entities.

Previous experience in similar contracts or projects with LDCs in Latin America. Skills and experience in the development of workshops and consultations with high-level officials.

Desirable experience in information analysis for decision-making processes, data mapping and report preparation.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
University degree in areas related to International Relations, Public Relations, Sociology, Economic and Social Development, or university degree with years of proven experience in work related to the objective of the consultancy.

Languages:
Proficiency in Spanish and English (level C).

Knowledge:
-Demonstrated advanced skills in analysis, listening, influencing and stakeholder relationship management.
-Knowledge of humanitarian and development strategic planning.
-Ability to engage diverse internal and external stakeholders proactively. Understanding of the country and regional context.
-Knowledge of performance monitoring and management concepts and principles.
-Sensitivity and adaptability to cultural, gender, religious, racial, nationality and age issues.

Skills:
-Computer and office use (World, Excel, PowerPoint, etc.); advanced knowledge of spreadsheets and database packages.- Oral and written communication, including analysis and report writing skills.- Willingness to conduct field visits and interact with different partners and stakeholders. -Ability to work independently and as part of a team.
