JOB DESCRIPTION
The United Nations Entity for Gender Equality and the Empowerment of Women, UN Women, based on the vision of equality enshrined in the United Nations Charter, works to eliminate discrimination against women and girls; for the empowerment of women; and to achieve equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. By placing women’s rights at the heart of its work, UN Women leads and coordinates the efforts of the United Nations system to ensure that commitments to gender equality and mainstreaming are translated into action worldwide.
At the same time, it exercises substantive and coherent leadership to support the priorities and efforts of Member States, building an effective partnership with government, civil society, and other relevant stakeholders.
UN Women comprehensively addresses the root causes of inequality from a perspective of transforming the systems that reproduce gender inequalities and discrimination and with a peacebuilding approach based on:
Women’s voice, leadership and autonomy
Strengthening multilateral and regional regulatory frameworks, laws, policies and institutions that promote gender equality at the national and subnational levels;
Effective participation and protection of women in all areas of peacebuilding, security, and humanitarian action
Equal access for women to services, goods and resources;
Financing gender equality and women’s empowerment;
Positive social norms, including the participation of men and boys;
Production, analysis and use of gender statistics; and
United Nations System Coordination for Gender Equality and the Empowerment of Women.
The 2022-2035 Strategic Plan seeks to achieve gender equality, the empowerment of all women and girls, and the full realization of their human rights. The Strategic Plan is based on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Declaration and Platform for Action, United Nations Security Council Resolution 1325 on women, peace and security and subsequent resolutions in this agenda, the Programme of Action of the International Conference on Population and Development, and other outcomes of relevant intergovernmental processes, such as General Assembly resolutions and agreed conclusions of the Commission on the Status of Women. UN Women contributes to the implementation of the Regional Gender Agenda for Latin America and the Caribbean and the 2030 Agenda for Sustainable Development by placing Sustainable Development Goal (SDG) 5 on gender equality at the center of the SDGs and in coordination with all other Goals to ensure comprehensive progress.
Background
This consultancy is part of global and national efforts to strengthen institutional and community responses to HIV/AIDS with a gender and intercultural approach. In 2012, UN Women became the eleventh co-sponsor of the Joint United Nations Programme on HIV/AIDS (UNAIDS), with the goal of incorporating the gender equality mandate into the global action strategy against HIV and AIDS.
In Guatemala, HIV/AIDS remains a public health and human rights issue, disproportionately affecting indigenous, Afro-descendant, and young women, and people of sexual diversity, who face multiple barriers to accessing prevention, diagnosis, and treatment services [1] . According to the Pan American Health Organization (PAHO), the main challenges in the response to HIV in the country include the need to strengthen prevention, improve inter-institutional coordination, and ensure the sustainability of care and treatment services (PAHO, 2023) [2] .
The consultancy will be conducted in coordination with government institutions, women leaders (midwives), and civil society organizations working in the HIV/AIDS response and the promotion of women’s rights. The consultant is expected to maintain effective dialogue with these key stakeholders, promoting spaces for dialogue and coordination to ensure the inclusion of women’s voices in institutional policies and the sustainability of the efforts undertaken.
Aim
Provide technical assistance to institutions, women leaders (midwives), and civil society, aimed at preventing violence against women and generating improvements in the planning of programs, services, and the inter-institutional coordination of public policies for HIV/AIDS care, which include a gender and ethnic-cultural approach.
The specific objectives are:
Design and implement a methodology for identifying stakeholders and developing training and awareness-raising activities for officials, women leaders (midwives), and women’s organizations on HIV/AIDS in the Izabal and Chimaltenango regions.
To raise awareness and train officials from state institutions and local governments on planning and institutional coordination strategies for the implementation of policies/programs/services related to the prevention and treatment of HIV/AIDS, incorporating a gender perspective and an ethnic-cultural approach.
Plan, coordinate, and facilitate the implementation of training workshops to ensure the sustainability of a comprehensive HIV/AIDS response and coordination process with a gender and intercultural approach.
Inform/listen to midwives about institutional processes for HIV/AIDS prevention and response, especially among indigenous and Afro-descendant communities.
Strengthen women’s capacities to exercise their rights, focusing on indigenous women, Afro-descendants, young women, and women of sexual diversity.
Systematize the information gathered during the workshops and generate input to strengthen the institutional and community response to HIV/AIDS.
The expected results of the consultancy are:
Data have been obtained that reflect the main challenges and opportunities in HIV/AIDS prevention from a gender and intercultural perspective.
Inter-institutional and community work has been strengthened, promoting coordination between institutions, civil society, and community leaders, enabling improved HIV/AIDS prevention and response strategies.
A validated intervention methodology has been implemented in the defined territories of Izabal and Chimaltenango, ensuring an appropriate approach to the needs and realities of indigenous communities and peoples within the framework of the HIV/AIDS response.
Scope of the objectives
The consultancy owner is expected to carry out the responsibilities and activities necessary for the delivery of the products described below in order to achieve the consultancy objective(s).
These responsibilities will include:
Identify the institutions responsible for HIV/AIDS care, prevention, and response, as well as organizations and women leaders working on the issue.
To plan, organize, implement, and systematize dialogue and experience-sharing processes with midwives, women from civil society organizations, and state institutions that address gender-based violence against women, girls, adolescents, and women of diverse sexuality, as well as the response to HIV/AIDS in the territories of Izabal and Chimaltenango.
Support for transmitting to state institutions the information gathered in the workshops on the inclusion of gender and ethnic-cultural identity approaches in institutional HIV/AIDS prevention, care, and response programs and services.
Participate in various meetings convened by UN Women, the technical panel on the response to HIV/AIDS, and the Inter-Agency Group on HIV in Guatemala.
Develop any other activity or function that is required based on emerging or regular needs and that falls within the scope and level of responsibility of this consultancy.
The consultant will be responsible for designing the intervention methodology, planning and implementing training sessions, and systematizing workshop results. Their work must be aligned with the guidelines of UN Women and other international and national entities involved. Any relevant decisions regarding changes to the implementation strategy should be discussed with their supervisor.

Method of payment
Payment for services will be made upon delivery of each product listed in the table above, subject to satisfaction and approval by UN Women in accordance with the schedule set out below.
The final payment must be accompanied by the consultant’s performance evaluation.

For each payment the consultant must deliver:
The Certificate of Payment (COP ) along with the corresponding invoice, duly authorized by the Superintendency of Tax Administration ( SAT ). Tax payments will be made through an exemption certificate issued by the SAT’s online system, for the amount of tax charged on the invoice. The consultant is responsible for paying taxes to the SAT.
The consulting contract specifies the inclusion of all costs (all inclusive); the Organization will not assume any additional costs or benefits beyond the fees for services. Therefore, it is the consultant’s responsibility to maintain medical insurance for the duration of the contract. Medical coverage must be international in cases where the contract requires international missions or assignments.
If selected for this position, proof of medical coverage will be required within the first two months of the contract.
Supervision and performance evaluation
The consultancy will be managed by UN Women Guatemala. The consultancy will be supervised by the Coordinator of UN Women’s Political Participation Area, with the support of the Technical, Logistics, and Administrative Assistant, who will be the point of contact for matters related to the contract and payments.
Three months after the start of the consultancy, an evaluation of the selected individual’s performance and the products produced will be conducted. If the evaluation is not favorable, the contract will be terminated by mutual agreement within 30 days.
For the successful completion of the consultancy, the supervisor will provide the selected individual with existing documents and information available to UN Women related to the consultancy topics. It is the consultant’s responsibility to obtain primary and secondary information from other sources, if necessary.
The selected individual will maintain ongoing coordination with the supervisor to ensure the effective execution and development of the products requested in these Terms of Reference and will provide information as requested within the framework of the Terms of Reference.
Working Modality:
The Consultant is not a United Nations official and will carry out the activities related to the consultancy as follows:
Remote: The consultancy will be conducted remotely. However, workshops and participation in in-person meetings in the departments of Guatemala, Izabal, and Chimaltenango will be required. The consultant must have the necessary equipment to carry out the consultancy activities.
Travel: Travel expenses must be arranged in advance, in accordance with UN Women regulations and policies. Travel must be properly scheduled in the work plan and comply with established administrative procedures for authorization and execution. Approximately three trips to Chimaltenango and three to Izabal are estimated during the consultancy period, as well as travel within Guatemala City. Priority will be given to candidates residing in one of the departments where the project is being conducted.

Intellectual Rights, Patents and Other Property Rights
All equipment and supplies that may be provided by UN Women to the consultant for the performance of any obligations under this contract shall remain with UN Women, and such equipment shall be returned to UN Women upon termination of this contract or when no longer required by the consultant. Such equipment, upon return to UN Women, shall be in the same condition as when it was delivered to the consultant, subject to normal deterioration. The consultant shall be responsible for compensating UN Women for damaged or damaged equipment, regardless of normal deterioration.
UN Women shall be entitled to all intellectual property and other proprietary rights, including but not limited to patents, copyrights, and trademarks, relating to products, processes, inventions, ideas, know-how, documents, and other materials that the consultant has prepared or collected in connection with or in the course of performing this consultancy, and the consultant acknowledges and agrees that such products, documents, and other materials constitute works made for hire for UN Women. However, in the event that such intellectual property or other proprietary rights consist of any intellectual property or proprietary rights of the consultant: i) that existed prior to the performance by the consultant of its obligations under this contract, or ii) that the consultant may develop or acquire, or may have developed or acquired, independent of the performance of its obligations under this contract, UN Women shall not and shall not claim any ownership interest therein, and the consultant shall grant UN Women a perpetual license to use such intellectual property or other proprietary right solely for the purpose and to the requirements of this contract.

The selected candidate undertakes to maintain the highest standards of ethical conduct. The selected individual will keep the coordinator informed, throughout the term of this contract, of any collaborations or partnerships that concern the same substantive areas and locations, aligned with this consultancy.
Requirements
This consultancy is aimed at individuals with Guatemalan nationality or current legal residency at the time of application.
Education:
Bachelor’s degree in Law, Political Science, Human Rights, Public Health, Anthropology, Health Sciences or related fields.
Experience:
At least 2 years of work in the area of HIV/AIDS , gender and human rights.
Demonstrable experience in developing systematizations, training and/or capacity building programs, and popular education methodologies.
Experience in fieldwork in the departments where this consultancy operates: Chimaltenango and/or Izabal.
Experience in preparing technical and programmatic reports.
