Job Description

Organizational Mark

The National Food and Agriculture Organizations (FAO) and the Government of Guatemala subscribe to the Country Programming Framework (MPP) 2022-2025, in addition, it defines the national priorities that FAO will address through actions at the national level within the scope of our respective strategic brands. These priorities are held in order to guarantee the comparative results of FAO in contributing to the achievement of the goals established in State policy instruments such as the National Development Plan K’atún Nuestra Guatemala 2032 (CONADUR-SEGEPLAN, 2014), the National Development Priorities (SEGEPLAN, 2016), the General Government of Government 2020-2024, as well as the United Nations Cooperation Framework for the Sustainable Development of Guatemala and the 2030 Agenda.

The MPP of Guatemala has very few government priorities that the FAO will address, it is: 1) Territories more productive, prosperous and inclusive for a better life, 2) Food security and better nutrition, and 3) Resilience and better environment. The results contemplated in these very programmatic areas are based on the development of the normative instruments of the Organization and the projects implemented by FAO, together with its partners, in the country.

The project “Support for post-crisis actions for the recovery and rehabilitation of livelihoods and assets of households in rural areas most affected by Covid-19” aligns the institutional forces of the Government of Guatemala MAGA and MINECO to serve family farmers, agricultural producer organizations, micro and small agricultural businesses, which were affected by the COVID-19 pandemic in 15 municipalities in the departments of Huehuetenango, Quiché and Alta Verapaz, municipalities in which the majority of indigenous populations are estimated to be middle of the national level.

Hierarchical Dependence

The specialist will be responsible for supervising the coordination of the project.

Specialization Camp

The specialist helps individual and organized producers to improve the fitness and safety conditions of the products that are intended for the markets, through capacity and technical assistance to carry out the process of obtaining licenses, permits and certification of products, in addition we rely on the capabilities of technical personnel that provide our capacity and technical assistance to agricultural producers, marketers and product processors, to obtain a production of better quality and safety, we hope to benefit consumers, and to facilitate access to new and better products. markets.

Tasks and responsibilities

Be responsible for the corresponding implementation of the tasks and activities of Product 3, related to the sanitary, phytosanitary and tracking systems to improve climate resilience and nutritional awareness.
Contribute annually to the development of the operational plan based on product 3 of the Logical Framework Matrix of the project, ensuring the contribution to MPP, the Strategic Objectives of FAO.
Contribute annually to the development of the sales plan in agreement with the project lines, and conformity with the coordination of the project and the territorial team.
Establish an operational strategy for the implementation of Product Actions 3, ensuring the technical support of institutions, project teams and producer organizations.

Identify the capabilities of micro and small businesses and organization of producers with the aim of strengthening the capabilities and providing technical assistance for the preparation of materials that promote the accumulation of legal, sanitary and phytosanitary requirements that are required to access the merchandise.
Strengthen micro capabilities and small businesses and producer organizations to generate operational strategies to define strong business actions, depending on your entrepreneurial level.
Elaborate Terms of Reference (TDR) and follow the actions implemented by the service providers who have established the Acquired Cards (CDA) for the implementation of the actions of Product 3 in the three territories where the project is implemented.

Plan, organize and guide the methodological transfer of the process to the end, with the staff of the above-mentioned receipt cards for the implementation of product activities 3 of the project.
Strengthen the capabilities of the Government team and local partners to offer public services that promote a better link between producers, businesses and markets.
Please ensure that the generation of electricity and inclusion of indigenous peoples and children is maintained during the production of product 3 of the project.

Coordinate the actions of the Product 2 with the person responsible for rural business
Use the technical dialogue with operating personnel and authorities of the Ministry of Economy (MINECO) and Ministry of Agriculture, Livestock and Food (MAGA) to implement actions related to product 3 of the project
Maintain a constant dialogue with the Technical Unit of the Project and other FAO projects in the same territories.

THE CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

Degree studies in economics, business administration, or agricultural sciences
Minimum relevant experience of 5 years in the process of certification of agricultural products and in driving the process of value and product locks with small scale producer organizations.
Practical understanding of Spanish
