ORGANIZATIONAL CONTEXT: : It is located in Regional Offices (RB), Country Offices (CO), Area or Terreno Offices (AO/FO). The holder person of the post will typically report to an Official Program Policy or Office of the Field. At this level, it is expected that the student will have technical skills, including planning, implementation and coordination of activities related to preparation and response to emergencies, which require a deep understanding of the context of the program/project. The holder of the post manages a range of specialized activities that support the program and can be incorporated into analytical work. Demonstrate the initiative in identifying and solving problems, and you can supervise and direct your staff.
PURPOSE OF THE POSITION:: Bring effective coordination and expertise in a full range of preparation activities, response and recovery before emergence, including analysis of data, management of information, implementation of activities, coordination of inter-institutional and strengthening of capacities.
MAIN RESPONSIBILITIES (indicative and non-exhaustive list) :
Provide technical and operational support in the design and implementation of activities related to emergency preparedness and compliance, ensuring alignment with institutional guidelines and protocols.
Supporting the management of emergency projects (including anticipatory actions), assuring the delivery of activities based on PMA standards and ensuring efficiency and effectiveness.
Elaborate technical information and analysis of data relating to issues, humanitarian needs, availability of resources, advance of response activities and other critical aspects, highlighting trends and challenges for the decision-making process.
Guarantee the registration and system accuracy and availability of data and key information on emerging events (rapid evaluations, reports, inter-institutional coordination, etc.), ensuring consistency and calibration in the presentation of information.
Maintain fluid coordination with internal teams (logistics, VAM, protection, etc.) to ensure comprehensive and consistent response before emergencies.
Support capacity-building activities for WFP personnel, government counterparts, and cooperating partners in aspects related to emergency preparedness and response, including drills, training, and plan updates.
Act as an operational contact point to manage queries, incidents and requests related to emergencies in your responsibility area.
Supervise and direct assigned staff, ensure technical quality and accumulation of locations in emerging activities.
Implement and promote standard emergency preparedness practices to ensure WFP is ready to respond quickly and effectively to critical events.
FUNCTIONAL CAPACITIES: Cycle of food programs and assistance : Demonstrates the ability to determine which are the most important variables and contextual factors that influence assistance projects and programs throughout their execution, in order to base a design or redesign of quality programs.
Transfer modalities (food, cash, vouchers) : Demonstrates the ability to implement, following the guidelines received, food assistance programs that deploy the full range of transfer modalities, thanks to a good knowledge of the basic principles that govern the selection and implementation of the different ones.

Broad knowledge of areas of specialization : Understands basic technical data and concepts, and their relevance to food assistance programs.
Emergency Programming : Develops capacity to contribute to the development, implementation, and realignment of high-quality emergency programs.
Strategic Policy Collaboration with Government : Understands and applies the core principles of collaboration with government stakeholders at the national or local level.
OTHER SPECIFIC REQUIREMENTS : Participate in the planning and execution of emergency preparedness and response activities. Coordinate with government institutions such as the Secretariat of Food and Nutritional Security (SESAN), the Ministry of Social Development (MIDES), and the Ministry of Agriculture, Livestock and Food (MAGA), Municipalities, among others. Prepare technical and progress reports for the supervisory team and relevant stakeholders. Follow standard emergency preparedness practices to ensure that WFP can respond quickly and deploy the necessary resources to affected areas at the onset of a crisis. Other activities as designated by your supervisor, as required by WFP’s implementation of activities.
MINIMUM STANDARD QUALIFICATIONS AND EXPERIENCE : Education: University graduates or those with a completed curriculum in the fields of risk management, social sciences, international development, environmental management, agricultural engineering, rural development and related fields.
Languages: :
Spanish language: mandatory (fluent, spoken and written)
English language: desirable (intermediate or higher level, especially for technical reading and reporting)
Experience: Minimum of six years in integrated risk management, disaster risk financing, emergency preparedness and response, climate resilience, or related activities. Experience in humanitarian or development program implementation is desirable. Experience in emergency preparedness and response, including inter-agency coordination. Experience in data collection and analysis related to food security, nutrition, climate, or risk management.
