Job Description

Project Context and Scope
The International Organization for Migration (IOM), established in 1951, is the foremost intergovernmental organization in the field of migration, working closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. In this endeavor, it provides services and advice to governments, migrants, and the communities that host them.

IOM works to protect the rights of migrants and provides assistance to the population in strict adherence to the principles of humanity, neutrality, impartiality, and independence, integrating human rights, gender, intergenerational, human mobility, and disability approaches. Thus, together with government counterparts and civil society organizations (CSOs), it provides comprehensive assistance to people in vulnerable situations, such as returned migrants.

IOM is currently implementing an expansion phase of the Trinational Response for Dignified, Peaceful, and Inclusive Human Mobility in Northern Central America (Trinational PBF) project, funded by the United Nations Peacebuilding Fund (PBF), which aims to strengthen the capacities of governments and civil society in Guatemala, El Salvador, and Honduras to better address the challenges to peace presented by the phenomenon of human mobility in the subregion, particularly in relation to forced displacement, irregular migration, and the protection and reintegration of returned migrants and refugees. It also aims to improve the assistance, protection, and reintegration of people in situations of human mobility, contributing to their non-discrimination and integration into peaceful and safe spaces with a peacebuilding approach and giving special consideration to the inclusion of a gender perspective.

In order to promote information technologies as safe spaces that offer equitable conditions for access to information on job opportunities, and through these, promote an approach of peace and social cohesion that contributes to the sustainable reintegration of returned migrants; it is necessary to hire a person to provide technical services in the form of consulting to disseminate the use of the platform among returnees, as well as manage the information resulting from the registration of interested persons in it to ensure that the profiles created complete all the required information fields and this contributes to improving their chances of being contacted to participate in selection processes associated with the vacancies for which they applied.
Department/unit of the Organization to which the consultant provides services:

Trinational Response Project for Dignified, Peaceful, and Inclusive Human Mobility in Northern Central America (PB0073) / Technical and operational cooperation to strengthen the Unit for the Care of Returned Migrants (UAPMR) of the Ministry of Labor and Social Welfare (Mintrab) / Consolidation of peace and social cohesion.

Category A Consultants – Tasks to be performed under this contract:

During the first month of the consultancy
Complete mandatory IOM courses and other training courses (virtual self-study) to ensure understanding of the approach to return migration in accordance with the models promoted by the Organization.
Receive technical and operational inductions associated with the tasks to be developed during the consultancy to ensure compliance with performance indicators.
Attend the Reception Center for Returned Populations (CRPR) in Guatemala City, located in zone 13 at the Guatemalan Air Force (FAG) facilities, two days a week2, to promote and disseminate the Oportuguate platform during the arrival assistance received by adults (over 18 years of age) returned to the country by air.
During the two days of attendance at the CRPR, register the profiles of returned adults who have expressed interest in using the job search tool on the Oportuguate platform before they leave the center and return to their communities.

Distribute the profiles assigned by the UAPMR (Urban and Urban Development Unit) who registered on the Oportuguate platform and indicated their residence in Guatemala City, Esquipulas, Chiquimula, and Quetzaltenango, Quetzaltenango, during the remaining three days of the week. This will allow them to receive remote support (via phone call or other means indicated by interested parties) to ensure that the required information is complete and available to potential employers.
During remote monitoring, conduct the UAPMR interview to gather additional information on profiles registered on the Oportuguate platform and assigned by the Unit, with the goal of improving job placement opportunities.

Prepare the first monthly report in accordance with the guidelines provided by IOM and the Trinational PBF project to report the number of people who received remote support, the number of people who received employment, and the perceived degree of improvement in information, care, and the number of services offered through a functioning national system.
Document and organize, in accordance with the guidelines provided, all verification methods required by the IOM and the project to support the development of tasks during the consultancy.
In coordination with the Oportuguate platform’s Technical Advisor and the consultant hired to cover the CRPR in Tecún Umán, Ayutla, and San Marcos, prepare a database that systematizes the personal, contact, and tracking information of registered users on the platform.

During the second month of the consultancy

Develop, in coordination with the consultant assigned to the CRPR in Tecún Umán, Ayutla, San Marcos, a guidance guide that includes lessons learned, best practices, challenges, and opportunities for improvement identified during the consultancy. This guide should be submitted to the UAPMR (National Unit for Migrant Reintegration) to strengthen its technical capabilities for addressing the economic reintegration of returned migrants through information technology.

Promote, in coordination with the IOM focal point for the UAPMR, a meeting with the Unit’s staff to exchange experiences and lessons learned resulting from the consultancy. This will demonstrate the perceived level of improvement in the use of information technology as part of a national system designed to address the needs and interests of returned migrants and their economic reintegration.

Necessary Travel
Because this consultancy is a Category A consultancy, meaning the contracted individual will provide professional services on a monthly basis and receive a standard monthly fee, travel outside the work area is not required. However, if during the course of the consultancy it is determined that it is essential and necessary for the contracted individual to cover any activity that involves interdepartmental or intermunicipal travel, the costs associated with these travels  will not be covered by the IOM or the project.
