JOB OBJECTIVE:

General

Ensure that all schools have basic, functional, and well-managed infrastructure, including adequate facilities for food storage, safe preparation of school meals, and hygienic toilets with access to safe water.

Specific

Evaluate the condition of the kitchens, storage rooms, and restrooms in the schools covered by the SABES project, identifying the most cost-effective renovation and efficient maintenance actions.
Supervise the companies selected for the technical implementation of the kitchen, storage, and bathroom renovation and rehabilitation program, ensuring compliance with the standards and technical specifications established in the contract signed between Save the Children and the companies, which ensures the quality of the constructions and the safeguarding of children and adults.

Organize school infrastructure committees and develop guides to train them in preventive maintenance and minor repairs of school infrastructure.
Strengthen the committees’ capacity to develop and manage projects for major renovation, maintenance, and repair of school infrastructure with municipalities and other sources of support.
KEY AREAS OF RESPONSIBILITY:

Planning

Prepare a diagnosis of the needs for improving basic school infrastructure related to kitchens for preparing school meals, storage facilities for safe food storage, and adequate and hygienic restrooms for student use.
Prepare designs and budgets for the renovation of kitchens, cellars and sanitary services, proposing the most cost-effective actions.
Develop/review terms of reference for contracting qualified companies to perform the required repairs for each school.

Establish technical guidelines for the contracted company’s personnel to ensure the quality of the works (quality control of purchased materials) and compliance with child and adult protection measures.
Develop a supervision plan and field visits to monitor and verify the progress of the works according to the approved schedule, recording progress and observations in field logs.
Review, analysis, and authorization of disbursement estimates versus progress and completion of works.
Verify, at each job site, that materials are delivered in accordance with the specifications, quantity, and quality established in the purchasing plan, and submit accurate and timely reports to the supplier.
Ensure proper storage of hardware materials in each warehouse, ensuring that classrooms or living spaces are not used as warehouses.

Ensure that there are no changes to the construction site or type of approved infrastructure. If there are any changes, the costs, implications, and visit report with their respective opinion must be analyzed and submitted to SABES and Supply Chain Management.
Plan, monitor, and supervise the start-up, implementation, and acceptance of the renovated infrastructure at the schools covered.
Generate consolidated written reports according to the frequency agreed upon with your supervisor and enter data in a timely and accurate manner into each of the applications developed by the program to keep these records/controls.

Ensure program activities strictly comply with Save the Children’s national and global policies and procedures, code of conduct, and relevant regulations and agreements with donors and MINEDUC guidelines.
Accountability and coordination

Ensure strong accountability to participants.
Ensure that the project is implemented in a manner that responds to the needs and interests of educational communities and children, in accordance with the principles and values ​​of Save the Children.

Maintain close coordination with the educational community, teachers, governmental and non-governmental partner OPFs present in the intervention areas, as well as with the rest of the SABES project team.

Ensure compliance with the risk mitigation and safeguarding plan for school infrastructure and organize School Infrastructure Safeguarding Committees to guarantee compliance with the actions and responsibilities established in the risk mitigation plan.
Report safeguarding concerns and incidents through various reporting channels within the first 24 hours, assuming confidentiality and responsibility for the information.
In the event of an emergency, the position holder is expected to be flexible enough to work outside of their usual job description and be able to adapt to required tasks and schedules as needed.
REQUIREMENTS:

Bachelor’s degree in civil engineering or advanced degree in water supply engineering, environmental engineering, or public health engineering. Active membership.
A minimum of 5 years of experience in: i) planning and design of water supply systems, including: intakes, transmission and distribution systems, pumping systems, water treatment plants, reservoirs, infiltration galleries, etc., in similar situations and contexts in rural areas, latrine systems and drainage systems management in rural areas, and food warehouses
Preferably with a Master’s degree
Managing the Windows operating system and its programs
Good command of the English language (oral and written)
Willing to reside in the municipality of Nebaj, Quiché
Handling four-wheeled vehicles
EXPERIENCE AND QUALITIES

Minimum 5 years of experience implementing projects related to water, sanitation, hygiene, and wineries in the country’s Western Highlands in non-governmental organizations or international cooperation.
Experience in preparing technical specifications, cost estimates, and familiarity with AutoCAD and Water-CAD, or similar hydraulic design software.
Knowledge of the impacts of climate change and resilience strategies in rural communities.
Experience in managing water supply projects and rural design teams for drinking water storage and chlorination
Knowledge in the design, implementation, monitoring and evaluation of programs
Ability to express oneself verbally in a clear and concise manner with rural communities.
